This visa is especially designed for couples that are engaged and want to get married in Australia. After you have been married you can then apply for a spouse visa which leads on to permanent residency
Defacto Spouse | Single-Sex Partners | Gay and Lesbian
Have you been living together for twelve months? It doesn't matter whether your cohabitation was in Australia or overseas as long as you were living together for a minimum of 12 months and have the necessary documentation to prove your cohabitation and relationship.
This visa category can be utilised by both homosexual and heterosexual couples. As Australian laws do not recognised single-sex marriages, this is the only visa category available for single-sex - Gay and Lesbian partners/spouses.

Married overseas or in Australia? As long as you have a relationship history and can demonstrate the legal Spouse criteria, you will be eligible to apply for a spouse visa.
